Oklahoma vaccine legislation as of 27 February 2017

SB 83 by Yen – removes philosophical exemption for vaccines.      

SB 725  by Griffin – Parents Right to Know bill. This bill requires individual school campuses to report the percent of non-immunized kids in their school to inform a parent of the potential risk of exposure to their child. (Think immune suppressed kids due to medical condition or those that have actual medical exemptions).                   

SB 831 by Silk – Requires schools to include information about exemptions in the notification of requirements to parents/guardians. Changes the authority of the State Board of Health from excluding children from school who are not immunized to excluding children with communicable diseases.             

SB 177 by Dahm – Requires schools to include information about exemptions in the notification requirements to parents/guardians.  (intention is to make it easier for parents to get exemptions)    

HB 1386 by Gann – Requires doctors prior to giving a vaccine to obtain informed consent, provide information regarding benefits and risk of the vaccine as well as information concerning the National Vaccine Injury Compensation Program, and a copy of the Vaccine Information Statement, and make available for review the CDC “Epidemiology and Prevention of Vaccine-Preventable Diseases” Vaccine Excipient and Media Summary”.                            

Talking points:

(1)  Providers are already required by federal law to provide the CDC's Vaccine Information Statements (VIS) to parents before vaccinating.  The VIS is written specifically for parents and discusses the pros and cons of vaccinating.

(2)  The CDC's Vaccine Excipient and Media Summary does NOT provide appropriate informed consent information to parents.  It is not written for parents and is a list of confusing chemical names.  The summary doesn't tell you which vaccine is recommended and which chemical is actually in a vaccine.

(3) This bill does not benefit parents or encourage discussion or trust between parents and providers.  It will intimidate parents, discourage vaccinations, and leave children susceptible to vaccine preventable diseases.

SB 808 by Dahm – Same as HB 1386.                                 

SB 807 by Dahm – Changes the authority of the State Board of Health from being able to promulgate rules to exclude children from school/public meetings who are not vaccinated to promulgate rules to exclude children from school/public meetings/public gatherings who actually have communicable diseases.
